Originally conceived as a young man making a phone call to Hilary and while the phone rings he thinks of all the things he wants to say to her, but the phone just keeps ringing and she never picks up.
In the final version of the song he gets slowly more agitated and you learn that he's basically been stalking her. No wonder she won't pick up the phone.
